The Black Sea fleet is still formidable, but its nowhere near the power fleet that it used to be. Its mostly a anti-submarine/destroyer fleet centered around the Moskva which is a gas turbine powered missile cruiser which carries the ss-n-12 sandbox missile which is designed to kill carriers.. With the addition of two subs one of which is an ancient Kilo class the blacksea fleet really doesn't project power, has little in the way of on call air cover. Its also on a shorter supply line then a fleet centered around nuclear propulsion.
However what might make the fleet more powerfull if they choose to deploy it in full is the 10 smaller missile boats that are probably excellent for in close shore work.
But I don't think that the black sea fleet would do well against an American carrier based task force, or a Nato based task force built around a carrier.
