If you go to the States and buy an extra amount of cheaper cigarettes and smuggle them back in, your still buying at some point from a legal business, and if you get caught depending on how many you smuggle back you get persecuted.
If you want a stronger brand of dope and your going to some dealer who's basically not a legal business, and your putting your money into crime.

Yes it is different but do you think people that already put their money into crime would have a problem doing it to save money and get a better product? That may change over time but I think it would be a tough sell if that was the case for the old school smokers.
The government would be able to grow it by the warehouse full and would not be charging a
surcharge for the chance of going to jail if caught. It was like prohibition in the 20's where the cost of getting booze illegally was at a huge cost compared to when the government was regulating it.
