If the vehicle is parked on a public road it must have a minimum of $200,000 liability insurance on it, as well it must be registered. So if it is not registered it most likely is not insured so you can call the police. The owner can be charged for not have insurance/registration on it. I would maybe try and talk to the owner first to see what he is planning on doing with it. If he won't move it then I would call the authorities to deal with it.
