And funding. Countries like Italy and Australia fund heavily through donations and lottery money. You will see Canada do well in Vancouver 2010 because all the money is going into the Own the Podium program.
Very few countries are good at both summer and winter games. I think Canada is doing the right thing and putting their limited resources into the winter games and hope for the best in the summer games.
