If I read a biography of an historical person, I would consider the book to be non-fiction. If I saw a movie that had actors re-creating the events of that person's life, I don't know if I would still consider it non-fiction. The same could be said for a book about an historical event, compared to a movie that re-creates that event.

How about this for non-fiction?
An account or representation of a person's life (politician), historical events (war) or a subject that is rooted in fact and presented as such (news/tragedy).
