I am convinced that was an introduction to Brother Eye that will come into play during movie three. It might not develop into the full blown OMAC invasion, but I think they will use it as a tool to create some type of drama where Batman ends up on his own because he doesn't feel he can trust anyone at all, not even Lucious now.

And I don't honestly think that Harvey Dent is dead, I think they covered him up and declared him dead so that Gotham wouldn't lose a hero. I'm betting he turns up at Arkham in the next movie.

You might be thinking of Hush, who was Bruce Waynes boy hood friend. But Hush killed his Dad, and only let his mother live because he knew he couldn't get away with killing her in the hospital bed.
Hush fought Batman to a stand still in hand to hand combat, they are a great match. Hush only withdrew because he wanted to re think his plan of attack, or at least that is what he tells himself. Except Hush is just insane, so that would be a great villain I agree.
Check out the current Batman R.I.P. series for some background on this character, he is just coming back into play. Batman Detective Comics #846 specifically. I don't remember which comic he originally showed up in though. I'd have to dig pretty deep.
