Me thinks one of Two-Face (not dead), Bane, or Clayface will be the next villain(s). Riddler would be too soon after the Joker, and Catwoman would be a tough one to crack.

See I don’t think that a Penguin character would be unrealistic at all; there is nothing particularly special about the guy. It’s not as if he has special powers, he is just a short dude with a big nose. He is highly intelligent and a gentleman I think he could work perfectly in the story. During the Dark Knight a lot of the higher up mob bosses where killed/arrested so it’s perfect time for a penguin type character. Personally I could see a Philip Seymour Hoffman playing the part of a stocky Mob boss looking too take over Gotham.
