My question is, why does somebody do that? Do they have no ability to drive on their own and must follow a pack or something? I just don't get it.

i think those people are very afraid of tickets so they follow the speed limit but when someone speeds along in front of them they figure its safe to follow because they wont be the ones getting a ticket you will. I have heard this mentality before yet I've seen cops pull over two vehicles at the same time for just that.
