I just don't think that a law like this is the answer, it seems difficult to enforce and open to a lot of challenges. I suppose this could be used as a tool to educate people to be more attentive on the road (to get out of the way of people you are impeding) or to educate people about the more 'off the books' unwritten rules of driving, but you'd hope that a campaign about this new law would be included with it. The guy they quoted within the article actually was thinking he wasn't doing anything wrong - which just goes to show you that a lot of people don't know those unwritten rules of the road and that not all people who are driving 'too slow' in the fast lane are doing it to spite others.
