Here's something... What if the cars in the right lane are going 100km/hr. A car in the left lane is going 110km/hr, but he is holding up cars behind him that were going 120 km/hr. Can he get a ticket still? It says you can only be in the left lane if passing and can't impede traffic.... but he's doing both.

BY the definition of that law, he would be able to pass the guy going 110, but would have to move out of the left lane immediatly after, regardless of whether someone is in the left lane behind him or not, therefore the guys going 120km/hr could then pass him. It's a pretty sound law actually.
