Interesting, I wonder if, according to this new law, people could get a ticket even if they were going well in excess of the speed limit but stayed in the left lane when there was no need to (IE - no one for a significant distance in front of them in the right lane) ... they could end up with a speeding ticket and an 'impeding' ticket.

Would they only be super-worried about it if you are in the left lane and there is someone behind you waiting to get past you? Seems like a strange law, open to a lot of potential issues with uneven enforcement. I mean, how do they determine when this law has been broken?
