According to one of the dealers on HoFo, anyone who does not attach a data plan to an iPhone sale is required to submit the reason, in writting, to their sales manager. It's even been stated that the managers themselves will back up the decision to not sell to a non-data subscriber (since it affects both the store numbers and their own commissions).
It's also been mentioned that, should you find yourself on the receiving end of this type of treatment, you should get the salesperson's name, as well as the name and location of the store, and submit this information to the district sales manager. The DSMs frown on this sort of thing but take a "what I don't know doesn't hurt me" approach - so it's up to the consumers to let them know.
This is a fairly common practice throughout the retail commissions industry, unfortunately. It's not always transparent, but it's there.
