I'll weigh in since some are drawing comparisons to my switch...
I dont really see a lot of similarities b/t the situations as I had been previously with the Flyers and had only been with the Penguins a short time. Despite this, surprisingly enough, I did almost withdraw my request as I felt a bit guilty with abandoning the club. But I felt I had put in a good effort to help turn them around and thus decided to make the move. I think everyone agrees it was a good one for both teams as Goffie has done wonders with the Pens and I am back with the first franchise that "gave me a chance".
This situation is a bit different with the potential Jets franchise being brand new... I wouldnt have a problem with Jesse making the move as he would likely have a better go at the challenge an expansion club brings than a newbie would, even though he isnt the most experienced GM out there.
As far as I know, NHL GMs can, theoretically, apply for any vacant position in the NHL... now, most don't do this as they grow attached to their own clubs but in some sports (ie. Soccer) this type of switch is quite common.
I think that in order for a GM to make a switch, there should be extenuating circumstances.. ie. It would have to be an expansion team, or it would have to be a GM taking over his or her old club such as in the 2 above situations.
