Mostly just totally arbitrary. A great deal depends on how much milk is left because that drives how quickly it will warm up. Leaving a 4-liter out for X hours is going to do much less to spoil the milk than leaving a 2-liter out for the same amount of time. It also depends a lot on the initial temperature of the cold milk and the temperature outside the milk. There are a bunch of scenarios involving your formula that make no sense at all.
