I agree 100%

Unless we decide that a criminal record means you are no longer entitled to play the lottery, or a myriad of other things, then he is allowed to win.

Am I glad an offender won? No, but if I'm willing to take these losers money then I need to grant them the chance that they may win.

People do a crime, get caught, and pay the penalty. If we force them to continue to pay for the rest of their lives, then what reason will they have to abide by laws if they are to be perpetually guilty?
