Do you mean will it allow developers to mess up your phone so bad that it crashes while taking a phone call like windows mobile? No, they won't. This is only version 2.0 of the OS so it's possible that things like multitasking may come if they can figure out a way of doing it without compromising the customer experience.
xTools and the iPhone SDK are powerful tools and the iPhone is truly OS X so you aren't really limited to what you can create because all of Apple's core technologies exist on the phone as they do more or less on the desktop. I can't imagine any app I would want that alters the system or stock apps.
