he isn't. He is getting electricity from the power pool. Where all electricity that is generated goes. Be it from natural, renewable resources, or more traditional sources.
Nashville power would then charge him an extra $4 / 150 kWhs of usage.
Where it gets tricky, is then Nashville power then has to purchase the amount of electricity that Gore used from green sources, and put that in the power pool.
The ONLY way at this point in time for you to use 100% green electricity is to be off the grid and generate your own power through green sources.
