I lived one whole winter out on the Blackfoot Reserve area in the 70's and struggled with a solution to the native problems of alcohol abuse and low self esteem. At the time the government was putting up houses for them and furnishing them. In no time at all, many were torn apart to provide fuel for their campfires.
I remember coming up with the idea that they had to find some kind of enterprise that gave them back their self worth. The old idea of handing them money and giving them houses was not working.
Since then, I believe that the building of Casinos in many areas may be just the enterprise that they need to get them off the dole. I think a carefully devised plan to only allow casinos on native lands in Canada may be an answer to many of their problems.
