I don't understand, why is it so expensive to frame a jersey? $300-$600 for a piece of particle wood frame and cheap glass? Why can't you just buy a large $15 frame at Wal-Mart, get your mom to fold up your jersey and then put the back back on. If the squeeze is too tight, just add some spacers and close it with stapes or clips on the edge of the frame. If you want a plaque so badly, there are lots of companies who will make those cheaply as well or you can make it at home with supplies from a kraft store. Heck, for the price you are paying for those things you could home depot something really cheaply yourself. It's just a plywood box with glass on the front afterall.
