Cameras all over the place? That wont prevent crimes, but it will capture the evidence. All the privacy freaks will of course cry foul here.

Regardless of what you do, you'll never be able to eradicate crimes like this. When somebody snaps and commits a horrific crime of passion, which this seems to be, the furthest thing(s) from their mind would be the penalty they'll face, let alone security cameras watching them.
