Reason in this case is an above ground transit line. The fact the SWers have delayed the project should come out of the original budget, not taxpayers money. So basically, thanks to BestWest, you have taken the budget back to a point where your west LRT line is only going to be wooden rails and pump cars. Have a blast!!
