Okay, this just isn't true. There are different levels of intoxication. It's not just bad luck that the pisstank who can't see straight is more likely to get in a wreck than a guy who is barely over the line. The drunker you are the worse you are going to drive. There isn't any luck involved.
It's not an excuse for anybody or anything. It's just common sense.
I heard an interview with a longtime drunk-driving crusader on the radio once and he was quite skeptical about this whole "zero tolerance" approach. I wish I could remember his name. Anyway, he said "our goal was to get drunks off the road, not people who'd had a drink with dinner off the road, but drunks because they were killing people, but now people are advocating a 0.0 limit and that wasn't the goal and not what I wanted to do and not who the focus should be on".
That isn't really directed at anybody (and doesn't even apply to this story), but it made sense to me so I figured I'd add it in.
