Had a quick look, seems a bit sketchy. Might not be a scam per se, but any supposedly professional website that runs google ads on their main homepage is not really a prime time company. Also, they have no information on the company itself - who they are, where they came from, what experience they have in this field.
They also seem to run a rather eclectic range of "other" websites - a bookstore that sells books that don't list the actual author of said book for one example (likely books written by the owner of the website and self-published).
Again, probably not a scam per se, but more likely some guy that spent $20 on a domain name, and will not do a whole lot for you other than point you to some other government agencies and/or websites and maybe try to sell you some books he wrote.
