I'm with Ironhorse on this one.
You do have a program to edit or create html files. Assuming you have Windows and not Linux or Mac (they have the programs too I just don't know the names). The program you have is called.... notepad.
You can also download a better editor called ConText. You would be better off using ConText as an html editor.
It is very very easy to learn html. You can buy a book called "Weaving A Website". I found it to be very easy to follow and good to learn from for beginners. If you don't want to buy a book, there are plenty of website around with free help on html coding, but please do yourself a favor and choose a website that will tutor you through various stages so you learn to properly code. I strongly recommend to never ever use a program like FrontPage that will do the code for you. These programs are a pain in the but for those of us who code out the websites ourselves. I've had to fix up a couple of sites that were built with FrontPage and I spent more time editing out the uneeded code that I spent doing the changes to the sites.
Within PhotoShop you can slice the picture into sections. When you save the picture that you've sliced you should save for web and remember to select save images and html coding. Voila, it properly codes the picture using a table, all you have to do is find the sliced part of the picture and add an the link tag around the image tag... it sounds like a lot, but it is easy once you get some familiarity with coding a website. And learning to code in HTML is extremely easy. When I went to school I had a semester long class (2 1 hour classes per week) on coding in HTML and I could've learned the entire class in 3 weeks of classes instead of 16!
