Internal Affairs (Gere and Garcia?) is that what you're referring to? Great movie. So was The Departed. Maybe you're talking about the Japanese film? I don't know the name of it.

And that is exactly the problem. "In
fernal Affairs" is a Hong Kong film (part of a trilogy) which is the original of "The Departed" and yet, Americans (even at the Oscars referred to it as a Japanese film). Ridiculous. The Departed lost all of the important aspects of Infernal Affairs and it turned into yet another cliche-ridden American gangster Scorsese film.
Actually, IMDB's ranking system and algorithm is highly flawed but yes, it's just a popularist list and I don't see the point of seeing how many of the most popular films you have seen. It's not an accomplisment I would be especially proud of holding whereas some of you are expressing shame in how few you have seen.
