Pretty sure the guy is a crimelord; the only sane reason to have a fish tank like that is to feed your enemies to the exotic and carnivorous fish you keep in it, so the cops can never pin anything on you.
Well, ok, maybe "sane" is the wrong word. It's late and I can't think of the right one though.
