I agree. He might have just found it. Nobody puts a plate in the window do they? For decoration? I would say he's aware it belongs to someone. Or he's just super stupid. Or he's the License Plate killer they have been looking for, for years in Utah. He puts the plates in the window to lure pissed of men into his apartment.
