They only do it because they can get away with it; they get away with it because no one does anything about it.

I'm guilty of this as well, when I rented I had a landlord that did the same thing; I was going to take her to court about it, and did a check and she had TONS of records of this.. I chose not to because it was too much of a headache for me at the time, but in hindsight I wish I would have.

That sucks.. all I can say is buyer beware. As a landlord I screen my tenants to make sure I have good quality tenants. As a renter, do the same. Check up on the landlord, call or talk to existing and previous tenants, check the BBB... I'm not going to eat at a grimy restaurant with questionable owners.

Should you have to do that? No, but unfortunately there's lots of bad business people out there.
