Clearly Rap has staying power as it's been around for over 20 years.
Just because something doesn't appeal to everyone for their whole life doesn't make it a fad.

By your definition the following things would also be fads:
Cartoons
Comic Books
Jungle gyms

Edit: I'd like to clarify, that I think that most Rap is stupid and probalby the worst music around, but that doesn't qualify it as a fad.
