Any eBay complaint should start with the seller. Be firm but polite. They may also not have known it was fake.
Then if no satisfactory result bring up with Paypal; the old "ordered a Wii, got a block of wood" applies here.
Then with your CC company.
If the first email with the seller doesn't yield results, remind them that selling counterfeit goods is a crime; and that you'd rather look at this as an honest mistake.
