Had I written down the plates and called the non-emergency line, would they really have done anything? I doubt that Superstore security would have any involvement and I've got no idea what the number is for bylaw/parking authority.

I would suggest smashing windows in this case.
When I was at Ikea a couple of months ago, some guy had his massive Suburban parked in the stalls reserved for Hybrids. His window was down so I threw my Tim Horton's cup and garbage in his vehicle. I hope coffee spilled all over his seats.
