If you re-read my post I never said it was the law, not to drive in the left lane here. I said I thought it was in the States, then later found evidence where it is. Again, I got my license in WA state, so that's the way I was taught, and believe me it is a much better system. It is simply rude to slow someone down. We'll skip the Canadians are a more polite country debate for this time.
Driving up here, I've experience way more road rage. Although granted that could be simply a matter of I don't have as much experience driving down there as I do here.
People will actually purposely cruise at the same speed as the person next to them just so one can't pass. The few times this has happened to me, though the person in the right lane has recognized it and helped me through so we both can get in front of the idiot that is going to cause a wreck (If someone is going to cause a wreck you want to be in front of that car, so it doesnt affect yours).
I have also have seen instances of people slamming on their brakes in an effort for ppl to hit them. Believe me if I didn't have a decent car I would hit the guy! (No I don't tail gate, but believe me you will be getting a couple courtesy hi-beams).

Slower traffic keep right = Legal to drive in the left lane, but if you're going slower than someone keep right so they can pass you.
Keep right except to pass = We'll that shouldn't be too hard to understand, it means keep the in the right lane.
You would think this is all so simple and common courtesy,

Here is the way I drive, and would recommend it for ease of traffic flow and to stop road rage. Drive in the right lane. If someone is going slower than you, signal into the left lane, pass, then get right back into the right lane.
Even if I'm on an extremely rural (read: empty), but still two lane road, I stick to the right lane.
