One of the laws on the books is that you can be fined for obstructing the flow of traffic, regardless of speed. So, are you going to pick and choose which LAWS you wish to obey, or do you move over, when it is safe to do so, and allow the person behind you to pass?
Incidentally, impersonating a police officer is also a crime. It is not your job to enforce the speed limit.
