I might be wrong about this, but I'm pretty sure that, on the whole, the boom economy of the 90's wasn't entirely, or even largely built on the back of Oil prices. It was in Alberta, for sure - but that boom was global in scope, for the most part, and was characterized by growth in all economic sectors.
