Why shouldn't a bike be allowed to bypass an accident?
If the guy cutting lanes, or riding up the shoulder (where a car can't fit) is going to cause a further delay for other motorists then I agree, he shouldn't be able to do it. But if all he is doing is going up the shoulder and merging intot he light traffic after the accident (without causing further delay) why shouldn't he be able to? If he get's out of the way, it makes things faster for everyone behind him (marginally, but still every little bit counts).
Honestly, the just because I have to wait he should have to arguement is stupid. If one usher at the saddledome is stupid and can't work the scanner, should everyone at every other usher have to wait to get in because the people at the stupid usher have to? No. do you get p*ssed off when people waiting for that usher go to another usher while you wait for the ###### to scan your ticket? No.
Seriously, in California, it's actually legal for bikes to split lanes in traffic jams (when it's safe to do so) for the simple reason that they are able to get out, and getting them out makes the problem worse.
Edit: I agree with BlackArcher. They shouldn't be able to blatently jump the line in situations like that. But when traffic isn't moving, and a bike can SAFELY get out of the jumble, is a whole different story.
