All of the events that we see that cause his paralysis happens after he leaves the Island, so when he actually arrives the first time he can still walk, and when he's trying to get on the adventure tour that we saw at the start of the series, its his attempt to get back to the Island. Except there's been mention of Locke getting on the plane in a wheelchair; doesn't Ben mention that to him when he's trying to convince him of something? Locke could be able to walk now becose he's connecting to a time when he could walk; like how the 1996 rat was able to navigate the maze because she was connected to a time where she knew the maze.
