The de facto waiting period for Canadian citizenship is 3 years + ~16 months. Yes, you have to have lived in Canada as a permanent resident for 3 years, but the citizenship application process takes it to over 4 years.

Our federal government has many initiatives which help immigrants to integrate faster. Peter12's friends are part of the Host Program, but that one is only available to refugees. English training (LINC) is available to all immigrants in initial stages of settlement. Those are only two of the federal programs, not to mention all the provincial ones.

Canada is definitely doing many things right when it comes to immigrants because we actually need them. Unless you guys want to get busy in your bedrooms without birth control, ensuring a healthy population growth will have to be done through immigration.
