How in the world will this help improve Iraq's dire situation?
My god. Talk about a lack of priorities. I'm sure they had the best interests of the Iraqi people in mind.

BAGHDAD — Iraq said it had agreed to buy aircraft from U.S. plane maker Boeing Co. [BA-N]and Canada's Bombardier Inc. [BBD.B-T] in a deal worth up to $5-billion (U.S.).
Iraq's national carrier grounded its planes in the early 1990s due to United Nations sanctions, and much of the carrier's fleet and assets were destroyed during the 2003 U.S.-led war and in subsequent looting. It resumed international flights in 2004.
