Set the temperature to their preference. Wait 1 hour. Then go to HR to complain that the temperature is too high and that it's inconsiderate that 2 people get preference over the rest of the people on the floor. That way, you have initiated the complaint meaning HR has to come down and lecture the two guests in the same manner :P

I hate HR people.
