Usually it isn't on.... I really don't see the point in having heat when no one is there or when one is sleeping. Also the place that I live in is so well insulated and protected from the cold air of the winter that really there is no need to. It is always around 15-20 degrees inside. Usually when it gets cold I just put on a sweater anyways.
Edit: Cost is around 90 dollars for a month in the winter, and usually around 40-50 a month in the summer.... I usually shower at the gym too and that I found makes a huge difference....
