If you exclude the people who are currently healthy from having to pay, then the insurance premiums would be too much, and you are left with a system that they have now; once where they admire our "broken" system.

If you are going to create a universal health care system, then everybody has to pay. Or else it isn't universal.

Here in Alberta, do you have to option to opt out of Alberta Health Care? It would save you $44 per month if you could.
