I've got a 1950s bungalow

I have it between 19 and 20.5 at high, and 17 overnight or when I am away

If you don't already have a programmable thermostat, get one.

I think my bills in the winter are about 80 - 100 per month

As far as your question, the thermostat wont work so much as you put it, but depending on your comfort level and how well insulated your house/windows/etc is, it may come on more often or for longer.
