Unfortunately not so. I made the mistake one time of throwing out a plate without completely wrecking it, just folded it in half. Someone took it either out of my garbage or found it at the dump, used it to rob a 7-11, and abandoned the car with the plate on it. The car was stolen, and both the owner of the car and myself were questioned numerous times until they found the actual robbers. The cops then advised me to always take unused plates back to the registry to be destroyed/recycled. Not sure how often this would happen, (I seem to be incredibly "lucky" and have this kind of crap happen all the time ) but it can, so I never take any chances with old plates anymore.
