Some might argue that being black is not just a skin colour, but it is an experience. You could even go so far as to say it is a culture that has some distinction.

People of different races do have different experiences, and therefore; different perspectives and cultures. All these things are going to manifest themselves in the individuals by giving them specific values, skillsets, desires... whatever. If they feel that the education system as it is isn't working for them, I'd rather have them develop a different system unique to them rather than changing the one that seems to work well enough for most people.
