There are some rowhomes downtown in Reykjavik where it gets a little noisy--but the noise is coming from the street, not your neighbours. Try telling a group of drunk Icelandic sixteen-year-olds to "keep it down" in the middle of summer with the sun high in the sky at 2 AM. At that point, you might as well crack open a beer and join them.
