^ That is not completely true - you can't just park cars all over the place because it is public space. We have zoning laws.
The question is always why there are so many cars.
If they have an illegal suite you can go after them for that.
If they are operating a business out of their home (car brokering maybe? Or in my nieghbours case, running a church out of their home) you can go after them for that.
If they have abandoned vehicles you can go after them for that.
If they are all cars of the residents of the home then yeah, you are screwed.
The one thing you can do in that case is if you have a majority of area neighbours who are also pissed off, you can try to band together against the problematic neighbour and get your street designated a permit only area and then each home will be issued only one permit, etc.
