Interestingly enough, I just had a conversation with a buddy of mine about this. Apparently what drives him nuts is the 'arbitrary' application of the law (generally traffic) by police. Meaning, the use of police discretion clouds everyones interpretation of the law and what would get them a ticket. Wouldn't it be easier, and perhaps cause less confusion, if police wrote a ticket for ANY violation of the TSA?
In this example, 8 km over is a violation. Why/how can you complain? Can you define the 'spirit of the law' vs. direct legislation? Does everyone share this opinion? I would suggest not.
Anyway, this is kind of a derailing but food for thought.
