My current complaint is with people who fail to understand or choose to ignore the lane change rules, particularly on the underside of center-street bridge. I take this bridge twice a day, and at least once a week I see someone going the wrong way. A couple days ago, traffic was backed up on Memorial and center-street bridge in the morning just after 8:30 when two-way traffic resumes. Most people patiently wait it out, but some guy decides that even though the signs clearly say two-way traffic, he's just going to go down the left (oncoming) lane. Well, the predictable thing happens: somebody tries to come north on the bridge (as is their right), and end up grill-to-grill with this ass. Meanwhile, more people at the north end of the bridge figure that since one vehicle has gone against the signs, they will too. So the north-bound lane is now half full of north-bound vehicles and half full of south-bound vehicles. The intersections at both ends of the bridge are now completely messed up and it takes about fifteen minutes for things to sort themselves out. I just don't see how it isn't obvious to these people that they're just going to make things way more congested when they ignore some fairly obvious rules.
