Sure they can throw on the lights when they think its appropriate in hopes that the person would clue in as to where the 'safest' spot is to pull over- where common sense would dictate. This is exactly right. How many times do you see idiot people pull over on the left hand side of QEII? I have seen it atleast a dozen times.
