This is a big conspiracy isn't it Mike... The big bad white man is trying to stick black people in their place by accurately representing their audience's demographic and simultaneously casting the three flakiest black women in america. I bet it was on the application:

1. Do you have business experience?

2. What is your education?

3. Are you a loose cannon that might make your particular race appear to be as human as the rest of humanity?
No I don't think it's racist, it's ratings.

Basically I think it's along the lines of what loob posited. I think they have an idea of the demographic of audience they want the show to appeal to and in their opinion that audience doesn't want to see a cast with a sizable number of black contestants. Or I should say (in a more positive frame) that, for advertising reasons, they want to appeal to rich, 18-34 year old white people, and those people are most interested in tuning in to watch people like themselves. However they do set aside two spots for black contestants because they feel it's required or expected.

Now I freely admit that that's just my theory and I could be wrong, but if you want me to abandon it for another explanation you have to come up with an explanation for the striking pattern beyond "it's a coincidence"
